Maximo: 7 players stay suspended

FOR the seven players who were meted out one to two years suspensions by the Cebu Football Association, their sentence won't be affected by the latest fiasco the Philippine Football Federation is in.

The PFF certificate of registration by the Securities and Exchange Commission was revoked last Nov 3, 2003, and this was discovered last May only.

As a result, the PFF's legitimacy and the legality of its actions since the Nov 30, 2003, were questioned.

However, this doesnt hold true for the Cebu Football Assocation.

"We are a separate entity, we are only affiliated with the PFF and besides we are also SEC registered," Maximo said.

since we're in a SEC related topic, here is a point that should be of concern.

if the CebuFA by-laws states that it is a separate entity (NGO), then whatever happens with the PFF, it will have no effect on CebuFA policies and decisions. the downside there is that the PFF has no obligations to support CebuFA in the possibility that they (the PFF) withdraw it's affiliation with CebuFA.

Based on NGO principles, the PFF, as far as Philippine Football is concerned, is the mother organization, which has the sole authority to grant or revoke membership or affiliation after a thorough process. This principle is in the Robert Rules of Parliamentary Procedure to which the CebuFA by-laws is based on.

Based on the parliamentary procedure above, it is possible for the PFF (and well within their authority) - under the principle of group affiliation - to force the CebuFA and any other FA for that matter, to strictly follow or enforce any directions issued by the mother organization (the PFF).

Also under the same principle, the PFF can revoke it's recognition of any FA and cease any financial support. The POC (from which the PFF gets financial support) can only release funds to NSA's (like the PFF) and not to affiliated organizations or groups (CebuFA or other FA's).

The reason why i'm stating all of these is that their is a need to ammend certain provisions of the PFF and FA by-laws, particularly the recognition of the PFF as the mother organization and the recognition of the FA's as affiliate organizations. Without such a provision in the respective by-laws of the PFF and the FA's, these entities will be subject to political vendettas and unequal financial support.

Seems Mr. Maximo undestimates or not understand the "MAGALONA-ISSUE"..

we will see ( bec. mr. Maximo commit that CebuFa is a part of PFF )how PFF, FIFA, AFC will react in this case!

What has this to do with the Magalona case? Why should FIFA or the AFC even bother about this? Give us good reasons instead of talking BS.
